President Duterte questioned the legality of EDCA since the document on hand only has the name of former Philippine President, Benigno Aquino III but without his signature.
The Enhanced Defense Cooperation Agreement (EDCA) is an agreement between the Philippine and the United States of America which bolster US troops to the build and operate military facilities in the Philippines for both Philippine and American forces.
The agreement signed in Manila last April 28, 2014, was only signed by Aquino’s Defense Secretary Voltaire Gazmin and by U.S Ambassador to the Philippines Philip Goldberg.
“Itong EDCA, it is an official document, but it was only signed by an aide at si Gazmin. It does not bear the signature of the President of the Republic of the Philippines, Aquino. Walang pirma si Aquino. Better think twice now because I would be asking you to leave the Philippines altogether,” Duterte said during an opening speech at the 37th Masskara Festival in Bacolod City.
Duterte disclosed that he was able to talk to both Russia and China regarding the issues with the United States.

“Alam mo itong Amerikano… Kaya sabi ko, I will open up another front sa ating foreign policy. Kung ganoon kabastos ang ginawa mo, binabastos mo ako well sabi ko, hiwalay-hiwalayan na lang tayo.”
“Kaya ‘yung Laos, ang hindi nila alam na nakipagkita ako kay Medvedev. I’m revealing it to you now. Nakiusap ako na ganito ang sitwasyon, pinapahirapan ako nito at binababoy ako ng mga walang-hiya.”
“Sabi niya ganun talaga ang Amerika, so istorya kami. sige, tulungan ka namin”, Ito namang China sabi niya, “lumipat ka na sa akin, wala kayong makuha diyan”, So I’m going to China to make friends with them and also with Russia.”
Duterte disclosed the possibility of having ties with Russia and China after the said Countries showed support after his complaint about regards to the U.S.
The Philippine President gave hints with regards to the possibility of cancelling EDCA, but as of the moment, no official statement was handed out commanding the cancellation of the said agreement.
